In July 2014, the city decided to adopt a new zoning agreement for The Rock at 2317 E. Seventh Street. The new plan for The Rock now includes a 20-story structure on the block. It will have a plaza, garden space, a courtyard (with balconies above the roof), and a lobby. The new design won't include landscaping, however. The property will now be known as the City House Building. The building has been a prominent place in The Rock since 2005, when it was designated a historic building.

After the groundbreaking, the city announced that the property would only be available to nonprofit housing providers. On Monday morning, The Rock had planned to call City Hall around 3 p.m. to ask for permission to build on a 2.5 acres lot next door, but that request was rejected.

On Tuesday, local residents and business leaders called the announcement of development on a Tuesday.

"We never thought we'd see a home this large here in San Marcos," said Doug Zevara, president of The Rock.

The Rock's development has been happening this decade.

It started in the '90s when a couple of blocks away from the now-famous downtown warehouse in Mission is a new apartment building. This building opened in 2010 to a new business with 40 people, mostly small businesses. At the time, The Rock was among the most expensive and least affordable properties out of the city,
